When did we forget what the passing lane is used for on the highways?

I don’t know about you, but I wonder when it was that we forgot what the passing lane on the highways is supposed to be used for!
Help me out St. Louis! I battle 20 miles of highway each morning and every evening and without fail, I get stuck behind someone who thinks it’s okay to drive 55 miles per hour in the passing lane…UGH!!!!
A couple of things I’ve thought of to help resolve this problem is to have a car magnet made that simply says “You’re in the passing lane…move over!” (which will be placed on my drivers side door) and second, contact the police in all the municipalities in St. Louis and ask them to pull these people over and ticket them (or at least give them a warning).
What do you think St. Louis? Are you tired of this as well?!?!
